Problem number one, which cloud contains only numbers less than seven?  These clouds contain whole numbers, so the only numbers that are allowed are one, two, three, four, five, and six.  Let's look at the clouds one by one and see if there are any numbers in them other than the ones that are allowed. In cloud A, the numbers are six, one, seven,  and eight. Eight is more than seven, and seven is also not less than seven, because it's equal to seven. So it has some numbers that are not less than seven.  Cloud B has the numbers five, two, three, and nine. Nine is more than seven. Cloud C contains the numbers six, two, four, and seven. The number seven is not allowed  because it's not less than seven. Cloud D contains the numbers one, three, two, and five, so it has only numbers that are less than seven. Just to make sure, let's  look at cloud E. It has numbers ten, eight, nine, and seven. All of these numbers are either greater than seven or equal to seven, so that cloud does not contain  only numbers that are less than seven. So the correct answer is D.
