What we need to understand is that the distance from a point on a row to the point directly  above it must be constant, and this is pretty straightforward because we're using a constant  amount of the measuring tape. So the distance from this point to the point straight above it is 27 minus 6 is 21. So we know that the distance from this point to here is also 21,  and the distance from here to here is also 21. So the third row from the bottom has to be 27 plus 21 equals 48, and the top row, the question mark, is 48 plus 21 is 69. So  our answer is going to be C.
