We notice that when we have piece  number 2 here, it actually divides the hexagon into 3 parts. So it would be impossible to use a pair of pieces with piece number 2, so we can cross off all options that include 2.  So now let us use piece number 1. Piece number 1 we could either put together with piece 3 or 4.  We notice that if we add piece number 4, it would overextend and overlap, so it would not make the hexagon. So with this we are left with 1 and 3, or answer B.
