We can test every option to see which one connects each kid to a unique kite. Let's look at option A. Option A connects the kids to each other, not to the kites.  Option B cuts off one of the kites.  Notice how none of the strings cross the center line in option C, which means that it can never connect the kids to the kites.  And option E also connects the kids together.  Only option D connects each kid to their own kite.
