So we know that every time we use 1 cup of rice, we need 1 1⁄2 cups of water, which is 3 1⁄2 cups of water. So for every cup of rice, he's going to need 3 over 2 times as much water. In this particular case, he's using 1 1⁄2 cups of rice, which is 3 over 2 cups of rice. And so he's going to need 3 over 2 times 3 over 2 cups of water. So this is 9⁄4 of a cup of water, which we can simplify as 2 1⁄4 cups of water. And so the answer is D.
